The General Development Plan (GDP) project, which will guide the city's growth for the next 20 years, was developed without considering citizens' proposals. This key instrument, designed to shape the metropolis's future, was created unilaterally, without public hearings or consultations with residents. The lack of civic engagement in such a strategic matter raises serious concerns among experts and activists. They argue that this approach could lead to unforeseen social and economic consequences and prevent the creation of a truly sustainable and livable urban environment. Currently, civil society representatives are preparing appeals to municipal and regional authorities to demand a review of the plan's development process and to ensure transparency and openness at all its stages.
